1. Subordinate legislation:

The Committee took evidence on the Sea Fisheries (Remote Electronic Monitoring and Regulation of Scallop Fishing) (Scotland) Regulations 2024(2024/draft) from—

Mairi Gougeon, Cabinet Secretary for Rural Affairs, Land Reform and Islands, supported by Ellen Huis, Head of Inshore Modernisation, Jane Macpherson, Senior Delivery Lead for Fisheries Management Strategy and Helen Bain, Lawyer, Scottish Government.


2. Subordinate legislation:

Mairi Gougeon, Cabinet Secretary for Rural Affairs, Land Reform and Islands moved—

S6M-12641—That the Rural Affairs and Islands Committee recommends that the Sea Fisheries (Remote Electronic Monitoring and Regulation of Scallop Fishing) (Scotland) Regulations 2024 be approved.



After debate, the motion was agreed to by division: For 7, Against 0, Abstentions 2.


3. Subordinate legislation:

The Committee considered the following negative instruments—

Meat Preparations (Import Conditions) (Scotland) Amendment Regulations 2024(SSI 2024/81)
Plant Health (Export Certification) (Scotland) Amendment Order 2024(SSI 2024/86)


The Committee agreed to make no recommendations in relation to the instruments.


4. UK subordinate legislation:

The Committee considered a proposal by the Scottish Government to consent to the UK Government legislating in a devolved area as set out in the following UK statutory instrument proposal—

Phytosanitary Conditions (Amendment) Regulations 2024(PH/051/R)


The Committee agreed that the provisions set out in the notification should be included in the UK SI.
