1. Subordinate legislation:

The Committee took evidence on the Sea Fish (Prohibition on Fishing) (Firth of Clyde) (No. 2) Order 2022 (SSI 2022/35) from—

Mairi Gougeon, Cabinet Secretary for Rural Affairs and Islands;

Allan Gibb, Deputy Director for Sea Fisheries, Marine Scotland; Lucy McMichael, Senior Lawyer; Dr Coby Needle, Chief Fisheries Advisor for Scotland, Marine Scotland Science, Scottish Government.

3. Subordinate legislation:

Rachael Hamilton moved—

S6M-03543—That the Rural Affairs, Islands and Natural Environment Committee recommends that the Sea Fish (Prohibition on Fishing) (Firth of Clyde) (No. 2) Order 2022 (SSI 2022/35) be annulled.

The motion was not agreed to (by division: For 2, Against 5, Abstentions 2).


4. Subordinate legislation:

The Committee considered the following negative instrument—

Sea Fish (Prohibition on Fishing) (Firth of Clyde) (No. 2) Order 2022 (SSI 2022/35).

The Committee agreed to not make any recommendations to the Parliament on this instrument. The Committee also agreed that the issues relating to the instrument should inform future work.


5. UK subordinate legislation:

The Committee considered a proposal by the Scottish Government to consent to the UK Government legislating using the powers under the Ivory Act 2018 in relation to the following UK statutory instrument—

Ivory Prohibitions (Civil Sanctions) Regulations 2022.

The Committee agreed that the provisions set out in the notification should be included in the UK SI.


6. Good Food Nation (Scotland) Bill (In Private):

The Committee considered a draft Stage 1 report.

The Committee agreed (by division: For 5, Against 4, Abstentions 0) to postpone the evidence session scheduled for 16 March 2022 with the Secretary of State for Environment, Food and Rural Affairs to a future meeting.
