1. Decision on taking business in private:

The Committee agreed to take item 6 in private.


2. Subordinate legislation:

The Committee took evidence on the Greenhouse Gas Emissions Trading Scheme (Amendment) Order 2025 from—

Gillian Martin, Acting Cabinet Secretary for Net Zero and Energy, supported by Nanjika Nasiiro, Unit Head for Net Zero Economy and Carbon Markets, Mariana Cover, Emissions Trading Scheme Team Leader and Kenneth MacDermid, Head of Critical Energy Infrastructure, Scottish Government.


3. Subordinate legislation:

Gillian Martin (Acting Cabinet Secretary for Net Zero and Energy) moved—S6M-15731—That the Net Zero, Energy and Transport Committee recommends that the Greenhouse Gas Emissions Trading Scheme (Amendment) Order 2025 [draft] be approved.

The motion was agreed to.


4. Budget Scrutiny 2025-26:

The Committee took evidence on the Scottish Government's Budget 2025-2026 from—

Gillian Martin, Acting Cabinet Secretary for Net Zero and Energy, supported by Diarmuid O’Neill, Interim Director of Environment and Forestry and Catherine Williams, Deputy Director for the Directorate for Energy and Climate Change, Scottish Government.

Edward Mountain indicated he pays a licence to SEPA for abstraction from the River Spey.


5. Subordinate legislation:

The Committee considered the following negative instrument—

Financial Assistance for Environmental Purposes (Variation) (Scotland) Order 2024 (SSI 2024/371)

The Committee agreed to make no recommendations in relation to this instrument and also agreed to write to the Scottish Government to request more information on how the Government intend to use the new power.
