1. Decision on taking business in private:

The Committee agreed to take item 6 in private.


2. Subordinate legislation:

The Committee took evidence on the Renewables Obligation (Scotland) Amendment Order 2024 [draft] from—

Gillian Martin, Minister for Energy, Just Transition and Fair Work, Scottish Government.


3. Subordinate legislation:

Gillian Martin (Minister for Energy, Just Transition and Fair Work) moved—S6M-11992—That the Net Zero, Energy and Transport Committee recommends that the Renewables Obligation (Scotland) Amendment Order 2024 [draft] be approved.

The motion was agreed to. The Committee delegated responsibility for finalising the draft report for publication to the Deputy Convener.


4. MV Glen Sannox (Hull 801) and MV Glen Rosa (Hull 802):

The Committee took evidence from—

Andrew Miller, Chairman, David Tydeman, Chief Executive Officer and Simon Cunningham, Non-executive Director and Chairman, Audit and Risk Committee, Ferguson Marine (Port Glasgow) Ltd.


5. UK subordinate legislation:

The Committee considered proposals by the Scottish Government to consent to the UK Government legislating in a devolved area as set out in the following UK statutory instrument proposals—

The Biocidal Products (Health and Safety) (Amendment and Transitional Provision etc.) Regulations 2024

The Retained EU Law (Revocation and Reform) Act 2023 (Revocation) Regulations 2024

The Committee agreed that the provisions set out in the notifications should be included in the UK statutory instruments. The Committee agreed to write to the Scottish Government about its decisions.


6. MV Glen Sannox (Hull 801) and MV Glen Rosa (Hull 802) (in private):

The Committee considered the evidence it heard earlier under agenda item 4.

The Committee agreed to write to the Economy and Fair Work Committee regarding the future of the Ferguson Marine shipyard, and to write to the Scottish Government to request further information about the Small Vessel Replacement Programme. The Committee agreed to consider the draft letters at a future meeting.
