1. Decision on taking business in private:

The Committee agreed to take item 5 in private.


2. Subordinate legislation:

The Committee took evidence on the Greenhouse Gas Emissions Trading Scheme (Amendment) (No. 2) Order 2024 from—

Gillian Martin, Acting Cabinet Secretary for Net Zero and Energy, supported by Mariana Cover, Senior Policy Advisor and Nanjika Nasiiro, Head of Just Transition Policy, Scottish Government.


3. Subordinate legislation:

Gillian Martin MSP (Acting Cabinet Secretary for Net Zero and Energy) moved—

S6M-14755—That the Net Zero, Energy and Transport Committee recommends that the Greenhouse Gas Emissions Trading Scheme (Amendment) (No. 2) Order 2024 [draft] be approved.

The motion was agreed to.


4. Land Reform (Scotland) Bill:

The Committee took evidence on the Bill at Stage 1 from—

Sarah-Jane Laing, Chief Executive, Scottish Land and Estates;

David Bean, Parliament and Government Relations Manager, Countryside Alliance;

Gemma Cooper, Head of Policy, National Farmers Union Scotland.

Edward Mountain declared an interest in a farming partnership in Moray, as set out in the register of interests. Specifically, he declared an interest as owner of approximately 500 acres of farm land, of which 50 acres is woodland. He also declared that he is a tenant of approximately 500 acres in Moray under a non-agricultural tenancy and that he has another farming tenancy for about 20 acres under the Agricultural Holdings (Scotland) Act 1991. He also declared that he sometimes takes on grass lets on a short-term basis.

The Committee considered the evidence heard earlier in the meeting.
