1. Decision on taking business in private:

The Committee agreed to take item 7 in private.


2. Subordinate legislation:

The Committee took evidence on the Renewables Obligation (Scotland) Amendment Order 2023 [draft] from—

Michael Matheson, Cabinet Secretary for Net Zero, Energy and Transport, Scottish Government.


3. Subordinate legislation:

Michael Matheson (Cabinet Secretary for Net Zero, Energy and Transport) moved—S6M-07677—That the Net Zero, Energy and Transport Committee recommends that the Renewables Obligation (Scotland) Amendment Order 2023 [draft] be approved.

The motion was agreed to.

The Committee agreed to delegate to the Convener responsibility for finalising a draft report for publication.


4. A modern and sustainable ferry service for Scotland:

The Committee took evidence from—

Morag McNeill, Chair, Kevin Hobbs, Chief Executive Officer, James Anderson, Director of Vessels and Ramsay Muirhead, Director of Port Infrastructure and Planning, Caledonian Maritime Assets Limited;

and then from—

Jenny Gilruth, Minister for Transport, Scottish Government;

Laurence Kenney, Head of Ferries Policy and Chris Wilcock, Head of Ferries Unit, Transport Scotland.

Monica Lennon indicated that she is a Member of the National Union of Rail, Maritime and Transport Workers Parliamentary Group.


5. Subordinate legislation:

The Committee took evidence on the National Bus Travel Concession Schemes (Miscellaneous Amendments) (Scotland) Order 2023 [draft] from—

Jenny Gilruth, Minister for Transport, Scottish Government;

Gary McIntyre, Economic Adviser, Transport Scotland.


6. Subordinate legislation:

Jenny Gilruth (Minister for Transport) moved—S6M-07689—That the Net Zero, Energy and Transport Committee recommends that the National Bus Travel Concession Schemes (Miscellaneous Amendments) (Scotland) Order 2023 [draft] be approved.

The motion was agreed to.

The Committee agreed to delegate to the Convener responsibility for finalising a draft report for publication.


7. A modern and sustainable ferry service for Scotland (in private):

The Committee considered the evidence it heard earlier under agenda item 4 and at its meeting on 21 February 2023 under agenda item 4.
