1. Decision on taking business in private:

The Committee agreed to take items 5 and 6 in private.


2. Subordinate legislation:

The Committee took evidence on the Climate Change (Nitrogen Balance Sheet) (Scotland) Regulations 2022 [Draft] from—

Màiri McAllan, Minister for Environment and Land Reform and Dr Tom Russon, Head of Climate Change Legislation, Scottish Government.


3. Subordinate legislation:

Màiri McAllan, Minister for Environment and Land Reform moved S6M-02578— that the Net Zero, Energy and Transport Committee recommends that the Climate Change (Nitrogen Balance Sheet) (Scotland) Regulations 2022 [Draft] be approved.

The motion was agreed to without division. The Committee agreed to delegate authority to the convener to approve a draft of the report for publication.


4. The role of local government and its cross-sectoral partners in financing and delivering a net-zero Scotland:

The Committee took evidence from—

George Tarvit, Director, John Wincott,Chair, Mark Williams,Vice Chair and Lorna Jarvie,Steering Group Member, Sustainable Scotland Network ;

and then from—

Philip Revell, Chair, Scottish Communities Climate Action Network;

Ailsa Raeburn, Chair, Community Land Scotland;

Mark McRitchie, Interim Chief Executive, Development Trusts Association Scotland.


5. The role of local government and its cross-sectoral partners in financing and delivering a net-zero Scotland (in private):

The Committee considered the evidence it heard earlier under agenda item 4.


6. Work programme (in private):

The Committee considered its work programme and agreed that the Convener and Deputy Convener should seek to arrange meetings with the Presiding Officer and the Cabinet Secretary for Net Zero, Energy and Transport to discuss issues relating to the Committee’s remit.
