1. Decision on taking business in private:

The Committee agreed to take item 8 in private.


2. Subordinate legislation:

The Committee took evidence on the following regulations—

Cost of Living (Tenant Protection) (Scotland) Act 2022 (Expiry of Section 10: Extension) Regulations 2024

The Cost of Living (Tenant Protection) (Scotland) Act 2022 (Saving Provisions) Regulations 2024 

The Rent Adjudication (Temporary Modification) (Scotland) Regulations 2024 from—

Patrick Harvie, Minister for Zero Carbon Buildings, Active Travel and Tenants’ Rights, Yvonne Gavan, Team Leader, Housing Services and Rented Sector Reform Unit, Adam Krawczyk, Head of Housing, Homelessness & Regeneration Analysis, Poppy Prior, Solicitor and Yvette Sheppard, Head of Housing Services and Rented Sector Reform Unit, Scottish Government.

Mark Griffin MSP declared an interest in having previously owned a private rented property.



3. Subordinate legislation:

Minister for Zero Carbon Buildings, Active Travel and Tenants' Rights moved —S6M-11978— That the Local Government, Housing and Planning Committee recommends that the Cost of Living (Tenant Protection) (Scotland) Act 2022 (Expiry of Section 10: Extension) Regulations 2024 be approved.

 

The motion was agreed to (by division: For 5, Against 0, Abstentions 2).

 


4. Subordinate legislation:

Minister for Zero Carbon Buildings, Active Travel and Tenants' Rights to moved —S6M-11979—That the Local Government, Housing and Planning Committee recommends that the Rent Adjudication (Temporary Modifications) (Scotland) Regulations 2024 be approved.

The motion was agreed to (by division: For 5, Against 0, Abstentions 2).


5. Subordinate legislation:

The Committee considered the following negative instrument—

Cost of Living (Tenant Protection) (Scotland) Act 2022 (Saving Provisions) Regulations 2024


The Committee agreed to make no recommendations in relation to the instrument.


6. Subordinate legislation:

The Committee took evidence on the Local Authority (Capital Finance and Accounting) (Scotland) Amendment Regulations 2024 from—

Tom Arthur, Minister for Community Wealth and Public Finance, Elanor Davies, Head of Local Authority Accounting and Susan Robb, Solicitor, Scottish Government.

 

Stephanie Callaghan MSP declared an interest as having served as a Councillor on South Lanarkshire Council.

Marie McNair MSP also declared an interest as having served as a Councillor on West Dunbartonshire Council.


7. Subordinate legislation:

Minister for Community Wealth and Public Finance moved — S6M-12003— That the Local Government, Housing and Planning Committee recommends that the Local Authority (Capital Finance and Accounting) (Scotland) Amendment Regulations 2024 be approved.


The motion was agreed to.
