1. Decision on taking business in private:

The Committee agreed to take items 4 and 5 in private.


2. Housing to 2040:

The Committee took evidence from—

Eilidh Keay, Representative, Living Rent;

Professor Ken Gibb, Director, UK Collaborative Centre for Housing Evidence, University of Glasgow;

Rhiannon Sims, Senior Policy Officer, Crisis;

Dr Caroline Brown, Director of Scotland, Ireland and English Regions, Royal Town Planning Institute;

David Melhuish, Director, Scottish Property Federation;

Gordon MacRae, Assistant Director (Communications & Advocacy), Shelter Scotland;

Chris Birt, Associate Director for Scotland, Joseph Rowntree Foundation;

Stephen Connor, Development Manager, Tenants Information Service;

Ronnie Macrae, Chief Executive Officer, Communites Housing Trust;

Chris Stewart, President, Royal Incorporation of Architects in Scotland;

Emma Jackson, Social Justice Strategic Lead, Citizens Advice Scotland.

 

Marie McNair MSP declared an interest as having served as a Councillor on West Dunbartonshire Council.


3. Subordinate legislation:

The Committee considered the following negative instruments—

Local Governance (Scotland) Act 2004 (Remuneration) Amendment Regulations 2024 SSI 2024/24

Non-Domestic Rating (Valuation of Utilities) (Scotland) Amendment Order 2024 SSI 2024/25


The Committee agreed to make no recommendations in relation to the instruments.


4. Housing to 2040 (in private):

The Committee agreed to defer consideration of the evidence heard earlier in the meeting to a future meeting.


5. Building Safety and Maintenance Issues (in private):

The Committee agreed to invite views in writing ahead of it's annual session and to invite the Minister to appear at that session.


6. Housing (Cladding Remediation) (Scotland) Bill (in private):

The Committee agreed a Stage 1 report.
