1. Decision on taking business in private:
The Committee agreed to take items 4, 5 and 6 in private.
2. National Planning Framework 4 annual review:
The Committee took evidence from—
Ailsa Macfarlane, Director, Built Environment Forum Scotland;
Jenny Munro, Policy and Practice Officer, Royal Town Planning Institute;
Catriona Hill, Chair of the Highlands Island’s Architectural Association, Royal Incorporation of Architects in Scotland;
Craig McLaren, National Planning Improvement Champion, Improvement Service;
and then from—
Tony Cain, Policy Manager, Association of Local Authority Chief Housing Officers (ALACHO);
Donna Young, Coordinator, Rural Housing Scotland;
Ailsa Raeburn, Chair, Community Land Scotland;
Kevin Murphy, Head of Planning, Homes for Scotland.
3. Subordinate legislation:
The Committee considered the following negative instrument— Town and Country Planning (General Permitted Development) (Scotland) Amendment Order 2024
The Committee agreed to consider this instrument further at its next meeting.
4. National Planning Framework 4 annual review (in private):
The Committee agreed to defer the consideration of the evidence heard earlier in the meeting to a future meeting.
5. Community Wealth Building (in private):
The Committee further considered its approach to work on the inquiry and agreed to write to the Minister for Community Wealth and Public Finance.
6. Scotland’s Commissioner Landscape: A Strategic Approach (in private):
The Committee agreed correspondence to the Finance and Public Administration Committee.
