1. Decision on taking business in private:

The Committee agreed to take item 8 in private.


2. Non-Domestic Rates (Coronavirus) (Scotland) Bill:

The Committee took evidence on the Bill at Stage 1 from—

Tom Arthur, Minister for Public Finance, Planning and Community Wealth, David Smith, Lawyer and Sandra Reid, Non-Domestic Rates (Coronavirus) (Scotland) Bill Team Leader, Scottish Government.

The following interests were declared—

Meghan Gallacher as a councillor in North Lanarkshire Council. 

Paul McLennan as a councillor in East Lothian Council.


3. Subordinate legislation:

The Committee took evidence on the Non-Domestic Rates (Valuation Roll) (Modification) (Scotland) Regulations 2022 from—

Tom Arthur, Minister for Public Finance, Planning and Community Wealth, Anouk Berthier, Non-Domestic Rates Policy and Susan Robb, Lawyer, Scottish Government.


4. Subordinate legislation:

Tom Arthur (Minister for Public Finance, Planning and Community Wealth) moved—

S6M-02982— That the Local Government, Housing and Planning Committee recommends that the Non-Domestic Rates (Valuation Roll) (Modification) (Scotland) Regulations 2022 be approved.

The motion was agreed to.




5. Subordinate legislation:

The Committee took evidence on the Local Authority (Capital Finance and Accounting) (Scotland) (Coronavirus) Amendment Regulations 2022 from—

Tom Arthur, Minister for Public Finance, Planning and Community Wealth, Elanor Davies, Head of Local Authority Accounting and David Smith, Lawyer, Scottish Government.

Tom Arthur (Minister for Public Finance, Planning and Community Wealth) moved—

S6M-02977— That the Local Government, Housing and Planning Committee recommends that the Local Authority (Capital Finance and Accounting) (Scotland) (Coronavirus) Amendment Regulations 2022 be approved.
