The Committee took evidence from—

Clare Symonds, Founder and Chair, Planning Democracy;

Ailsa Macfarlane, Director, Built Environment Forum Scotland;

Barbara Cummins , Vice Chair, Planning Aid for Scotland;

Christina Gaiger, President , The Royal Incorporation of Architects in Scotland;

and then from—

Dr Caroline Brown, Lecturer in Environmental Planning & Healthy Environments , Heriot-Watt University;

Professor Cliff Hague, Emeritus Professor, Heriot-Watt University, and Chair of the Cockburn Association ;

The following interests were declared—

Paul McLennan declared an interest as a councillor in East Lothian Council.

Elena Whitham declared an interest as a councillor in East Ayrshire Council.

The Committee considered the following negative instrument— Council Tax (Dwellings and Part Residential Subjects) (Scotland) Amendment Regulations 2021.

The Committee agreed to make no recommendations in relation to the instrument.
