1. Decisions on taking business in private:

The Committee agreed to take items 5, 6 and 8 in private.


2. Subordinate legislation:

The Committee took evidence on the Burial (Management) (Scotland) Regulations 2025 [draft] and the Burial and Cremation (Inspection) (Scotland) Regulations 2025 [draft] from—

Jenni Minto, Minister for Public Health and Women's Health, Scottish Government, Johanna Irvine, Solicitor, Katrina McNeill, Team Leader - Burial and Cremation, and Ruth Wilson, Senior Policy Advisor. 

Elena Whitham declared an interest as a former councillor in East Ayrshire.


3. Subordinate legislation:

Jenni Minto (Minister for Public Health and Women’s Health) moved— 

S6M-15517— That the Health, Social Care and Sport Committee recommends that the Burial (Management) (Scotland) Regulations 2025 [draft] be approved.  

S6M-15516— That the Health, Social Care and Sport Committee recommends that the Burial and Cremation (Inspection) (Scotland) Regulations 2025 [draft] be approved. 

The motions were agreed to.


4. Subordinate legislation:

The Committee considered the following negative instruments—

Burial (Applications and Register) (Scotland) Regulations 2024

Sports Grounds and Sporting Events (Designation) (Scotland) Amendment Order 2024

The Committee agreed to make no recommendations in relation to the instruments.


5. Subordinate legislation (In Private):

The Committee considered a draft report on the Burial (Management) (Scotland) Regulations 2025 [draft] and the Burial and Cremation (Inspection) (Scotland) Regulations 2025 [draft] and agreed to consider an updated draft via correspondence.


6. Right to Addiction Recovery (Scotland) Bill (In Private):

The Committee considered its approach to informal engagement as part of its scrutiny of the Bill at Stage 1.


7. NHS Dental Services:

The Committee took evidence from—

Jenni Minto, Minister for Public Health and Women's Health, Tom Ferris, Chief Dental Officer and Tim McDonnell, Director of Primary Care, Scottish Government.

Dr Sandesh Gulhane declared an interest as a practising NHS GP.


8. NHS Dental Services (In Private):

The Committee considered the evidence it heard earlier under agenda item 7.
