1. Decision on taking business in private:

The Committee decided to take item 8 in private.


2. Tackling alcohol harms in Scotland:

The Committee took evidence from— 

Alison Douglas, Chief Executive, Alcohol Focus Scotland;

Lucie Giles, Public Health Intelligence Principal, Public Health Scotland;

Elinor Jayne, Director, Scottish Health Action on Alcohol Problems (SHAAP);

Professor Niamh Fitzgerald, Professor, Institute for Social Marketing, University of Stirling.


3. Subordinate legislation:

The Committee took evidence on the Forensic Medical Services (Modification of Functions of Healthcare Improvement Scotland and Supplementary Provision) Regulations 2022 from—

Humza Yousaf, Cabinet Secretary for Health and Social Care, Vicky Carmichael, CMO Taskforce Acting Unit Head, Greig Chalmers, Head of Chief Medical Officer’s Policy Division, Jacqueline Pantony, Solicitor and Carole Robinson, Implementation Team Leader, Forensic Medical Services Bill Team, Scottish Government.


4. Subordinate legislation:

The Committee took evidence on the Forensic Medical Services (Self-Referral Evidence Retention Period) (Scotland) Regulations 2022 from—

Humza Yousaf, Cabinet Secretary for Health and Social Care, Vicky Carmichael, CMO Taskforce Acting Unit Head, Greig Chalmers, Head of Chief Medical Officer’s Policy Division, Jacqueline Pantony, Solicitor and Carole Robinson, Implementation Team Leader, Forensic Medical Services Bill Team, Scottish Government.


5. Subordinate legislation:

The Cabinet Secretary for Health and Social Care moved —S6M-03315—That the Health, Social Care and Sport Committee recommends that the Forensic Medical Services (Modification of Functions of Healthcare Improvement Scotland and Supplementary Provision) Regulations 2022 be approved. The motion was agreed to without division or dissent.


6. Subordinate legislation:

The Cabinet Secretary for Health and Social Care moved—S6M-03316—That the Health, Social Care and Sport Committee recommends that the Forensic Medical Services (Self-Referral Evidence Retention Period) (Scotland) Regulations 2022 be approved. The motion was agreed to without division or dissent.


7. Subordinate legislation:

The Committee considered the following negative instruments— Personal Injuries (NHS Charges) (Amounts) (Scotland) Amendment Regulations 2022

The Committee agreed to no make no recommendations in relation to the instrument.


8. Tackling alcohol harms in Scotland:

The Committee considered the evidence it heard earlier under agenda item 2.
