1. Decision on taking business in private:

The Committee agreed to take item 7 in private.


2. Subordinate legislation:

The Committee took evidence on The First-tier Tribunal for Scotland (Chambers) Amendment Regulations 2021 from—

Ash Regan, Minister for Community Safety, Scottish Government.


3. Subordinate legislation:

Ash Regan (Minister for Community Safety) moved—S6M-01467—That the Equalities, Human Rights and Civil Justice Committee recommends that the First-tier Tribunal for Scotland (Chambers) Amendment Regulations 2021 be approved.

The motion was agreed to without division.


4. Subordinate legislation:

The Committee considered the following negative instrument— The Scottish Tribunals (Eligibility for Appointment) Amendment Regulations 2021.


The Committee agreed to make no recommendations in relation to the instrument.


5. Petition PE1817 End Conversion Therapy:

The Committee took evidence from—

Rici Marshall Cross, Clerk of South Edinburgh Local Meeting of the Religious Society of Friends, Quakers in Scotland;

Jayne Ozanne, Director of the Ozanne Foundation, Chair of the Ban Conversion Therapy Coalition;

Rev Elder Maxwell Reay, member of the Council of Elders of Metropolitan Community Churches, NHS Health Care Chaplain;

Rev Fiona Bennett, minister of the Augustine United URC and Moderator Elect of the General Assembly, United Reformed Church.


6. Proposed Disabled Children and Young People (Transitions to Adulthood) (Scotland) Bill:

Pam Duncan-Glancy did not participate in this item by virtue of Rule 9.13A.2(b).

The Committee took evidence on the statement of reasons lodged to accompany the draft proposal from—

Pam Duncan-Glancy, MSP, Scottish Parliament;

Robert McGeachy, Policy and Engagement Manager, Camphill Scotland.

and then decided that it was satisfied with the reasons given.


7. Petition PE1817 End Conversion Therapy (In Private):

The Committee considered the evidence it heard under agenda item 5.


8. Pre-Budget Scrutiny 2022-23 (In Private):

The Committee considered and agreed a draft letter on its Pre-Budget Scrutiny.
