1. Declaration of interests:

Graham Simpson had no relevant interests to declare.


2. Decision on taking business in private:

The Committee agreed to take items 6 and 7 in private.


3. Subordinate legislation:

The Committee took evidence on the Consumer Scotland (Transfer of Functions) Regulations 2022 from—

Tom Arthur, Minister for Public Finance, Planning and Community Wealth, Neil Ritchie, Head of Unit, Energy Services and Consumer Policy and Susan Robb, Solicitor, Scottish Government .



4. Subordinate legislation:

Tom Arthur (Minister for Public Finance, Planning and Community Wealth) moved—

S6M-05257—That the Economy and Fair Work Committee recommends that the Consumer Scotland (Transfer of Functions) Regulations 2022 be approved.

The motion was agreed to without division.




5. Pre-Budget Scrutiny 2023-24:

The Committee took evidence as part of its Pre-Budget Scrutiny from—

Ruth Boyle, Policy and Parliamentary Manager, Close the Gap;

Carolyn Currie, Chief Executive, Women’s Enterprise Scotland.


6. Pre-Budget Scrutiny 2023-24 (in private):

The Committee considered the evidence it heard earlier in the meeting.


7. UK Infrastructure Bank Bill (UK Parliament legislation) (in private):

The Committee considered its approach to the Legislative Consent Memorandum lodged by John Swinney, Deputy First Minister and Cabinet Secretary for Covid Recovery (LCM(S6) 25) and agreed to invite the 

Minister for Business, Trade, Tourism & Enterprise to give evidence.
