1. Decision on taking business in private:

The Committee agreed to take items 5, 6 and 7 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Disclosure (Scotland) Act 2020 (Incidental, Supplementary and Consequential Provision) Regulations 2025 (SSI 2025/Draft)


3. Instruments subject to negative procedure:

The Committee agreed that no points arose on the following—

Building (Fees) (Scotland) Amendment Regulations 2025 (SSI 2025/6)


4. Framework legislation and Henry VIII powers:

The Committee took evidence from—

Jamie Hepburn, Minister for Parliamentary Business, Steven MacGregor, Head of Parliament and Legislation Unit, accompanied by Alison Coull ,Deputy Director, SGLD, Rural Affairs Division and Fraser Gough, Parliamentary Counsel Office. Scottish Government.


5. Tobacco and Vapes Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation within devolved competence conferred on Scottish Ministers and UK Ministers in the Bill. It agreed to write to the Scottish Government.


6. Quarterly report (in private):

The Committee considered a draft report for the parliamentary quarter from 16 September to 1 December 2024 and agreed to publish the finalised report.


7. Framework legislation and Henry VIII powers (in private):

The Committee considered the evidence it heard earlier in the meeting.
