1. Declaration of interests:

Katy Clark indicated that she had no relevant interests to declare.


2. Decision on taking business in private:

The Committee agreed to take item 7 in private.


3. Framework legislation and Henry VIII powers:

The Committee took evidence from—

Finlay Carson MSP, Convener, Rural Affairs and Islands Committee and Kenneth Gibson MSP,Convener, Finance and Public Administration Committee, Scottish Parliament ;

Mike Hedges MS, Chair, Legislation, Justice and Constitution Committee , Senedd Cymru (Welsh Parliament);

Sir Jonathan Jones KCB KC, Senior Consultant, Linklaters LLP.



5. Instruments subject to negative procedure:

The Committee agreed that no points arose on the following— 

Protection of Vulnerable Groups (Prescribed Services and Activities) (Protected Adult) (Scotland) Regulations 2025 (SSI 2025/4)
Disclosure Information (Accredited Bodies) (Scotland) Regulations 2025 (SSI 2025/5)




6. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following— 

Ardersier Port Limited (Pilotage Powers) Order 2024 (SSI 2024/382)
Disclosure (Scotland) Act 2020 (Commencement No. 4) Regulations 2025 (SSI 2025/2 (C.1))
