1. Declaration of interests:

Roz McCall indicated that she had no relevant interests to declare.


2. Decision on taking business in private:

The Committee agreed to take items 6, 7, 8, 9, 10 and 11 in private.


3. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Budget (Scotland) Act 2024 Amendment Regulations 2024 (SSI 2024/Draft)
Greenhouse Gas Emissions Trading Scheme (Amendment) (No. 2) Order 2024 (SI 2024/Draft)





5. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Registration of Births, Still-births, Deaths and Marriages (Prescription of Forms) (Scotland) Amendment Regulations 2024 (SSI 2024/275)




6. Schools (Residential Outdoor Education) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead Committee, the Education, Children and Young People Committee.


7. Right to Addiction Recovery (Scotland) Bill (in private):

The Committee considered the response from the Member-in-charge to points raised on the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead Committee, the Health, Social Care and Sport Committee.


8. Land Reform (Scotland) Bill (in private):

The Committee agreed to reconsider the Scottish Government's written and oral response to points raised on the delegated powers provisions in this Bill at Stage 1, at a future meeting. 


9. Renters' Rights Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation within devolved competence conferred on Scottish Ministers and UK Ministers in the Bill. It agreed to write to the Scottish Government.


10. Product Regulation and Metrology Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation within devolved competence conferred on UK Ministers in the Bill. It agreed to write to the UK Government and the Scottish Government.


11. Work programme (in private):

The Committee considered and agreed its options for a fact finding visit in relation to the inquiry into framework legislation and Henry VIII powers.
