1. Decision on taking business in private:

The Committee agreed to take items 5, 6, 7 and 8 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following— 

Burial (Management) (Scotland) Regulations 2025 (SSI 2025/Draft)
Burial and Cremation (Inspection) (Scotland) Regulations 2025 (SSI 2025/Draft)
Rehabilitation of Offenders Act 1974 (Exclusions and Exceptions) (Scotland) Amendment Order 2025 (SSI 2025/Draft)




3. Instruments subject to negative procedure:

The Committee agreed that no points arose on the following— 

Public Procurement (Miscellaneous Amendment) (Scotland) Regulations 2024 (SSI 2024/338)




4. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following— 

Burial and Cremation (Scotland) Act 2016 (Commencement No. 6 and Transitional Provisions) Regulations 2024 (2024/335 (C.23))




5. Criminal Justice Modernisation and Abusive Domestic Behaviour Reviews (Scotland) Bill (in private):

The Committee considered the delegated powers in this Bill at Stage 1 and agreed to the Scottish Government.


6. Police (Ethics, Conduct and Scrutiny) (Scotland) Bill (in private):

The Committee considered the delegated powers in this Bill after Stage 2 and agreed to report to the Parliament.


7. Land Reform (Scotland) Bill (in private):

The Committee further considered the Scottish Government's written and oral response to points raised on the delegated powers in this Bill at Stage 1. It agreed to report to the lead Committee on the Bill, the Net Zero, Energy and Transport Committee.




8. Framework legislation and Henry VIII powers (in private):

The Committee considered the responses received to the call for views and its approach to oral evidence. It agreed to delegate authority to the Convener to finalise the panels of witnesses.
