1. Decision on taking business in private:

The Committee agreed to take items 5 and 6 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Consumer Scotland Act 2020 (Relevant Public Authorities) Regulations 2024 (SSI 2024/Draft)
Community Care (Personal Care and Nursing Care) (Scotland) Amendment Regulations 2024 (SSI 2024/Draft)




3. Instruments subject to negative procedure:

The Committee agreed that no points arose on the following—

Non-Domestic Rate (Scotland) Order 2024 (SSI 2024/3)
Non-Domestic Rates (Levying and Miscellaneous Amendment) (Scotland) Regulations 2024 (SSI 2024/4)
Sea Fish (Prohibition on Fishing) (Firth of Clyde) Order 2024 (SSI 2024/6)




4. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Health (Tobacco, Nicotine etc. and Care) (Scotland) Act 2016 (Commencement No. 6) Regulations 2024 (SSI 2024/1 (C.1))




5. Agriculture and Rural Communities (Scotland) Bill (in private):

The Committee considered the Scottish Government's response to points raised on the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead Committee on the Bill, the Rural Affairs and Islands Committee, subject to signing-off final changes via correspondence.


6. Quarterly report (in private):

The Committee considered a draft report for the parliamentary quarter from 23 September to 7 December 2023 and agreed to publish the finalised report.
