1. Decision on taking business in private:

The Committee agreed to take items 5 and 6 in private.


2. Instruments subject to made affirmative procedure:

The Committee agreed that no points arose on the following— 

Land and Buildings Transaction Tax (additional amount: transactions relating to second homes etc.) (Scotland) Amendment Order 2024 (SSI 2024/367)




3. Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Town and Country Planning (Fees for Applications) (Scotland) Amendment (Amendment) Regulations 2024 (SSI 2024/369)

The Committee agreed that no points arose on the following— 

Conservation of Salmon (Miscellaneous Amendment) (Scotland) Regulations 2024 (SSI 2024/368)


4. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following— 

Housing (Cladding Remediation) (Scotland) Act 2024 (Commencement) Regulations 2024 (SSI 2024/370 (C.24))




5. Criminal Justice Modernisation and Abusive Domestic Behaviour Reviews (Scotland) Bill (in private):

The Committee considered the Scottish Government's response to points raised on the delegated powers in this Bill at Stage 1. It agreed to report to the lead committee on the Bill, the Criminal Justice Committee.


6. Statutory Instrument Protocol 2 (in private):

The Committee agreed to write to  the Scottish and UK Governments seeking an update on the progress of intra-governmental discussions in relation to facilitating scrutiny of secondary legislation made by UK Ministers that include provisions within devolved competence and relate to matters not within the former competence of the EU.
