1. Decision on taking business in private:

The Committee agreed to take items 4, 5, 6, 7 and 8 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Carer’s Assistance (Carer Support Payment) (Scotland) Amendment Regulations 2024 (SSI 2024/Draft)

The Committee agreed that no points arose on the following— 

Scottish Pubs Code Adjudicator (Miscellaneous Listings) Order 2024 (SSI 2024/Draft)Scottish Pubs Code Adjudicator (Duty to Publish Certain Information) Regulations 2024 (SSI 2024/Draft)Tied Pubs (Scottish Arbitration Rules) Amendment Order 2024 (SSI 2024/Draft)Protected Trust Deeds (Miscellaneous Amendment) (Scotland) Regulations 2024 (SSI 2024/Draft)




3. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following— 

Tied Pubs (Scotland) Act 2021 (Commencement No. 2) Regulations 2024 (SSI 2024/136 (C.12))


4. Housing (Cladding Remediation) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2 and agreed to report to the Parliament.


5. Renters (Reform) Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation within devolved competence conferred on Scottish Ministers and UK Ministers in the Bill. It agreed to write to the Scottish Government.


6. Tobacco and Vapes Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation within devolved competence conferred on Scottish Ministers and UK Ministers in the Bill. It agreed to write to the Scottish Government.


7. Statutory Instrument Protocol 2 (in private):

The Committee considered an update on Statutory Instrument Protocol 2.


8. Judicial Factors (Scotland) Bill (in private):

The Committee considered the themes arising from evidence received during its scrutiny of the Bill at Stage 1.
