1. Decision on taking business in private:

The Committee agreed to take items 4, 5, 6 and 7 in private.

In connection with SSI 2024/352, Daniel Johnson noted that the University of Edinburgh sports ground is in his constituency.

With regard to agenda item 6, Daniel Johnson indicated that he is a Scottish Labour and Co-operative Party MSP. He is also a member of two trade unions: the Union of Shop, Distributive and Allied Workers and Community, both of which contributed to his election campaigns in 2016 and 2021.


2. Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Burial (Applications and Register) (Scotland) Regulations 2024 (SSI 2024/334)

The Committee agreed that no points arose on the following— 

Sports Grounds and Sporting Events (Designation) (Scotland) Amendment Order 2024 (SSI 2024/352)




3. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following— 

Act of Sederunt (Rules of the Court of Session 1994, Sheriff Appeal Court Rules 2021 and Sheriff Court Rules Amendment) (Statutory Interveners) 2024 (SSI 2024/353)




4. Welfare of Dogs (Scotland) Bill (in private):

The Committee considered the delegated powers in this Bill after Stage 2 and agreed to report to the Parliament.


5. Judicial Factors (Scotland) Bill (in private):

The Committee considered the delegated powers in this Bill after Stage 2 and agreed to report to the Parliament.


6. Scottish Elections (Representation and Reform) Bill (in private):

The Committee considered the delegated powers in this Bill after Stage 2 and agreed to consider some proposed changes by correspondence, after which it will report to the Parliament.


7. Product Regulation and Metrology Bill (UK Parliament legislation) (in private):

The Committee considered the responses from the Scottish Government and the UK Government on the powers to make subordinate legislation within devolved competence conferred on UK Ministers in the Bill. It agreed to report to the lead Committee on the Bill, the Economy and Fair Work Committee.
