1. Declaration of interests:

Carol Mochan indicated that she had no relevant interests to declare.


2. Decision on taking business in private:

The Committee agreed to take items 5, 6, 7 and 8 in private.


3. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Community Care (Personal Care and Nursing Care) (Scotland) Amendment Regulations 2023 (SSI 2023/Draft)
Civic Government (Scotland) Act 1982 (Licensing of Short-term Lets) (Amendment) Order 2023 (SSI 2023/Draft)


4. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Coronavirus (Recovery and Reform) (Scotland) Act 2022 (Commencement No. 2) Regulations 2023 (SSI 2023/3 (C.1))
Registration of Births, Still-births, Deaths and Marriages (Prescription of Forms) (Scotland) Amendment Regulations 2023 (SSI 2023/4)


5. Charities (Regulation and Administration) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1 and agreed to write to the Scottish Government.


6. Budget (Scotland) (No. 2) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. The Committee agreed to report to the lead Committee on the Bill, the Finance and Public Administration Committee.


7. Shark Fins Bill (UK Parliament legislation) (in private):

The Committee considered a response from the Scottish Government on the powers to make subordinate legislation in devolved areas conferred on Scottish Ministers and UK Ministers in the Shark Fins Bill (UK Parliament legislation). The Committee agreed to report to the lead Committee on the Bill, the Rural Affairs, Islands and Natural Environment Committee.


8. National Care Service (Scotland) Bill (in private):

The Committee agreed to consider a revised draft Stage 1 report at a future meeting.
