1. Decision on taking business in private:

The Committee agreed to take items 5, 6 and 7 in private.



3. Instruments subject to negative procedure:

The Committee agreed that no points arose on the following—

Public Intervention and Private Storage Aid (Amendment and Suspension) (Scotland) Regulations 2023 (SSI 2023/150)
Seed (Fees) (Scotland) Amendment Regulations 2023 (SSI 2023/151)


4. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Heat Networks (Scotland) Act 2021 (Commencement No. 3) Regulations 2023 (SSI 2023/148 (C.16))


5. Electronic Trade Documents Bill (UK Parliament legislation) (in private):

The Committee considered the power to make subordinate legislation within devolved competence in the Electronic Trade Documents Bill (UK Parliament legislation). The Committee agreed to write to the UK Government and the Scottish Government.


6. Retained EU Law (Revocation and Reform) Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation within devolved competence in the Retained EU Law (Revocation and Reform) Bill (UK Parliament legislation), as amended. The Committee agreed to report to the lead committee, the Constitution, Europe, External Affairs and Culture Committee.


7. Annual report (in private):

The Committee considered a draft annual report for the parliamentary year from 13 May 2022 to 12 May 2023 and agreed to publish the finalised report.
