1. Decision on taking business in private:

The Committee agreed to take items 7, 8, 9 and 10 in private.


2. National Care Service (Scotland) Bill:

The Committee took evidence from—

Kevin Stewart, Minister for Mental Wellbeing and Social Care, Anna Kynaston, Deputy Director, National Care Service and Mark Richards, Head of Social Care Legal Services Unit, Scottish Government.


3. Instruments subject to made affirmative procedure:

The Committee agreed that no points arose on the following—

Land and Buildings Transaction Tax (additional amount: transactions relating to second homes etc.) (Scotland) Amendment Order 2022 (SSI 2022/375)


4. Instruments subject to affirmative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

First-tier Tribunal for Scotland (Transfer of Functions of the Council Tax Reduction Review Panel) Regulations 2023 (SSI 2022/Draft)



6. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Heat Networks (Scotland) Act 2021 (Commencement) (No. 1) Regulations 2022 (SSI 2022/376 (C.20))


7. Shark Fins Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation in devolved areas conferred on Scottish Ministers and UK Ministers in the Shark Fins Bill (UK Parliament legislation). The Committee agreed to write to the Scottish Government.


8. UK Infrastructure Bank Bill (UK Parliament supplementary legislation) (in private):

The Committee considered the powers to make subordinate legislation conferred on UK Ministers in devolved areas in the UK Infrastructure Bank Bill (UK Parliament legislation). The Committee agreed its report to the Economy and Fair Work Committee.


9. Retained EU Law (Revocation and Reform) Bill (UK Parliament legislation) (in private):

The Committee considered and agreed its report on the Retained EU Law (Revocation and Reform) Bill (UK Parliament legislation). The Committee agreed its report to the Constitution, Europe, External Affairs and Culture Committee.


10. National Care Service (Scotland) Bill (in private):

The Committee considered the evidence it heard earlier in the meeting and agreed to consider a draft report at a future meeting.
