1. Decision on taking business in private:

The Committee agreed to take items 4, 5 and 6 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Winter Heating Assistance (Low Income) (Scotland) Regulations 2023 (SSI 2022/Draft)




3. Instruments subject to negative procedure:

The Committee agreed that no points arose on the following—

Greenhouse Gas Emissions Trading Scheme (Amendment) (No. 2) Order 2022 (SI 2022/1173)
Processed Cereal-based Foods and Baby Foods for Infants and Young Children (Scotland) Amendment Regulations 2022 (SSI 2022/342)


4. National Care Service (Scotland) Bill (in private):

The Committee considered the Scottish Government's response to questions asked on the delegated powers provisions in this Bill at Stage 1. The Committee agreed to invite the Scottish Government to give evidence on the Bill at a future meeting.


5. Retained EU Law (Revocation and Reform) Bill (UK Parliament legislation) (in private):

The Committee consider the powers to make subordinate legislation within devolved competence in the Retained EU Law (Revocation and Reform) Bill (UK Parliament legislation). The Committee agreed to hold an evidence session with stakeholders at a future meeting. It also agreed to write to the UK Government and the Scottish Government.


6. Moveable Transactions (Scotland) Bill (in private):

The Committee considered a revised draft report. Various changes were agreed to. The Committee delegated responsibility to the Convener for finalising the draft report for publication.
