1. Declaration of interests:

Colin Beattie and Stephen Kerr were invited to declare any relevant interests.


2. Decision on taking business in private:

The Committee agreed to take items 7, 8 and 9 in private.


3. Evidence session with the Minister for Parliamentary Business:

The Committee took evidence from—

George Adam, Minister for Parliamentary Business, Gordon Johnstone ,Parliament and Legislation Unit, Brexit Legislation Manager, Karen Auchincloss, Head of Parliamentand Legislation Unit and Rachel Rayner, SGLD Deputy Legislation Co-ordinator, Scottish Government .


4. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Health (Tobacco, Nicotine etc. and Care) (Scotland) Act 2016 (Supplementary Provision) Regulations 2022 (SSI 2022/Draft)
Age of Criminal Responsibility (Reports on Use of Places of Safety) (Scotland) Regulations 2022 (SSI 2022/Draft)



6. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Transport (Scotland) Act 2019 (Commencement No. 5) Regulations 2022 (SSI 2022/204 (C.11))


7. Evidence session with the Minister for Parliamentary Business:

The Committee considered the evidence it heard earlier in the meeting and agreed to write a follow-up letter to the Minister.


8. Coronavirus (Recovery and Reform) (Scotland) Bill:

The Committee considered the delegated powers provisions in this Bill after Stage 2 and agreed to report to the Parliament.


9. Moveable Transactions (Scotland) Bill:

The Committee considered its approach to the scrutiny of the Bill at Stage 1.
