1. Fireworks and Pyrotechnic Articles (Scotland) Bill :

The Committee took evidence on the Bill at Stage 1 from—

Alasdair Hay, Chair, Fireworks Review Group;

Assistant Chief Officer Stuart Stevens, Director of Service Delivery, Scottish Fire and Rescue Service;

David Hamilton, Chair, Scottish Police Federation;

and then from—

Rob Holland, Acting Director, National Autistic Society Scotland;

Lorraine Gillies, Chief Executive, Scottish Community Safety Network;

Gilly Mendes-Ferreira, Head of Education, Policy and Research, Scottish Society for the Prevention of Cruelty to Animals.


2. Subordinate legislation:

The Committee considered the following negative instrument—

Prisons and Young Offenders Institutions (Coronavirus) (Scotland) Amendment Rules 2022 (SSI 2022/73)



The Committee agreed to make no recommendations in relation to the instrument. However, the Committee noted that it does not want to see the powers remain in place indefinitely and expects to be kept updated on how they are being implemented.


3. Review of evidence (In Private):

The Committee considered the evidence it heard earlier under agenda item 1.


4. Coronavirus (Recovery and Reform) (Scotland) Bill (In Private):

The Committee considered a draft report.
