Minutes


1. Decision on taking business in private:

The Committee agreed to take items 4 and 5 in private. 


2. Consideration of continued petitions:

The Committee considered the following continued petitions:

PE1900: Access to prescribed medication for detainees in police custody. The Committee agreed to write to the Minister for Drugs Policy. 

PE1930: Ensure customers are always given information on cheapest possible fare in new Scotrail contract. The Committee agreed to close the petition under Rule 15.7 of Standing Orders. 

PE1947: Address Scotland's culture of youth violence. The Committee agreed to write to the Minister for Victims and Community Safety. The Committee also agreed to invite the Cabinet Secretary for Justice and Home Affairs, the Minister for Victims and Community Safety, and the Lord Advocate to give evidence a future meeting. 

PE1952: Specialist services for patients with autonomic dysfunction. The Committee agreed to write to the Minister for Public Health and Women’s Health. 

PE2012: Remove need for follicle-stimulating hormone (FSH) blood tests before prescribing Hormone Replacement Therapy (HRT). The Committe agreed to close the petition under Rule 15.7 of Standing Orders. 

PE2051: Improve the processes for protecting children and young people from traumatic incidents. The Committee agreed to close the petition under Rule 15.7 of Standing Orders. 

PE2060: Review existing legislation and legal remedies against trespassers. The Committee agreed to close the petition under Rule 15.7 of Standing Orders. 

PE2064: Ensure that under 16s charged with rape are treated as adults in the criminal justice system. The Committee agreed to write to the Lord Advocate. The Committee also agreed to invite the Cabinet Secretary for Justice and Home Affairs, the Minister for Victims and Community Safety, and the Lord Advocate to give evidence a future meeting.  


3. Consideration of new petitions:

The Committee considered the following new petitions:

PE2119: Help protect the Black Grouse by reviewing how new forestry schemes are regulated and implemented. The Committe agreed to close the petition under Rule 15.7 of Standing Orders. In closing the petition, the Committee also agreed to write to Scottish Forestry.

PE2120: Permanently remove peak fare pricing from ScotRail services. The Committee agreed to write to Transport Focus, the RMT, ASLEF, TSSA, and Unite trade unions, and Transform Scotland.  


4. Petition signature process:

The Committee agreed on the proposed process for accepting paper signatures directly from individuals without internet access and that signatures directly from an individual, either through the online platform or, by exception, by post are the only signatures that can be added to a petition.


5. Work programme:

The Committee agreed its work programme.
