PE1864/U - Increase the ability of communities to influence planning decisions for onshore windfarms

I agree and support the above petition, having first-hand experience of the effects of decisions on wind farm applications, which have been taken by the Scottish Government (and in this case, supported by the local council), but without any wider community involvement.

Despite strong local opposition, which culminated in an unsuccessful and costly judicial review, a 103 turbine Viking Energy wind farm is currently under construction in Shetland, a small island renowned for its wildlife and unspoilt beauty. There are further industrial size turbines in the planning process and based on wind farms elsewhere, once the energy giants have a foothold, further applications will be submitted with the likelihood that they will be consented by the authorities. The destruction taking place is heart-breaking and causing misery for, I believe, the majority of islanders.

There are now plans afoot to turn our island into an “energy beacon” which will require as many turbines as possible, both onshore and offshore, to fulfil the projects aspirations. I believe that discussions on these developments are at an advanced stage with everyone concerned…apart from the community.

In the haste to deliver zero carbon emission targets, it appears that decision makers are accepting at face value, what is being presented without questioning the wider implications, or if the proposers have a vested interest. There is an urgent need to lower our carbon emissions but this has to be achieved in an effective and sensible manner, such as changing our way of life, rather than changing the planet to suit our way of life.

It is hard to believe that, as custodians of our islands which are priceless assets, we are forced to watch its destruction and are not allowed a say. This is the legacy we are leaving for future generations. The importance of the land on a person’s wellbeing is no less important than it was over a hundred years ago, when the Highland clearances took place, but it would appear that lessons have not been learned. Money and greed still dictate.

It is imperative that the current Scottish planning system is overhauled and English planning legislation is adopted, in order that the views of communities are taken into account and consulted in planning decisions which affect their environments. In addition, professional help should be available when required to enable a more level playing field in the planning process. I also agree with the petition’s request to appoint independent advocates to help avoid the feelings of inadequacy when up against experts in public inquiries.
