Listening to independent voices is vital as we continue developing a world class sporting sector in Scotland. There is so much great work being carried out across the country and a collective voice allows that to be heard more powerfully.

I engage directly with the sports sector through the National Strategic Group, which brings together a wide range of stakeholders involved in sport and physical activity. This group are helping to form and shape our future activity by providing independent challenge and advice.

I also have regular direct interaction with many of the Scottish Sporting Governing Bodies.

Action 16 of the Mental Health Strategy 2017-27 committed to fund the introduction of a Managed Clinical Network to improve the recognition and treatment of perinatal mental health problems. Recruitment to the network has been completed and it is now operational.

The network is undertaking a review of current inpatient MBU provision, including access to care for women irrespective of where they live in Scotland. The network also plans to put in place systems to monitor on-going access to beds. If it is judged that the number of beds is not sufficient to meet need, the network will make recommendations on how such need can be met.

Reported Road Casualties Scotland provides information on injury road accidents reported to the police. The latest statistics available are up to 2016.

 Although the number of pedal cyclists involved in accidents has increased from a low of 740 in 2007 to 808 in 2016 (9%), there has been a 47% rise over the same period in the distance travelled, as shown in the following table.

Information on the wearing of cycle helmets is only available from 2013 onwards. The following table shows the number of casualties injured in road accidents by severity and whether they were wearing a helmet or not.

Information on the cost of treating cyclists injured in road accidents is not held centrally.

The Budget Bill for 2017-18 included all health resource consequentials within the health budget. This amounted to £304 million.

Allocation of the further consequentials arising since the Budget Bill will be confirmed as part of the 2017-18 Spring Budget Revision.

Data on NHS board areas and type of emergency worker involved are not held in the Scottish Government Criminal Proceedings database.

Prosecutions and convictions under the Emergency Workers (Scotland) Act 2005 were published in January 2017 as part of an additional dataset to the Criminal Proceedings in Scotland 2015-16 statistical publication. 'Criminal Proceedings for offences against emergency workers' is available to view on the SG website http://www.gov.scot/Topics/Statistics/Browse/Crime-Justice/Datasets/DatasetsCrimProc/EWA1.

Under the Act section 1(1) covers; police, fire service, ambulance service and registered medical practitioners, nurses and midwives. The other sections cover other emergency workers, such as coastguards, social workers, persons assisting emergency workers, and health workers in hospital premises.

We do not hold information relating to the work of previous administrations.

However, between 2012-2016 the Scottish Government contributed an initial
£52.5 million to the Early Years Change Fund. Part of the Scottish Government’s contribution included £9 million of direct funding, via local government settlements for Family Support.

Local Government had discretion on how to allocate their funding contributions, whilst the Scottish Government and NHS funding was allocated towards a number of specific programmes, home support and outreach; family and parenting programmes and support

In addition to this, the Scottish Government awarded £14 million in 2016-17 to 116 organisations who support children, families and communities across Scotland, through the Children, Young People and Families Early Intervention Fund and Adult Learning and Empowering Communities Fund.

Of these, 21 are for organisations in the area of parenting and family support totalling funding of £4.282 million.

Through SPIRE and other systems the Scottish Government will continue to support General Practice to identify patients with Mental Health conditions to anticipate their future health needs and ensure the best care possible for Scotland’s patients. This information is tailored to the individual patient’s situation and locality.

The Scottish Government remains committed to undertaking improvements at Sheriffhall and we are currently progressing the development and assessment of the preferred option which is due to culminate in 2019 with the publication of draft Orders. Delivery of the scheme itself can only commence when the scheme is approved under the statutory procedures and thereafter a timetable for construction can be set.

Further consideration to the rationale to reduce congestion on the Edinburgh City Bypass will be considered as part of the review of the Strategic Transport Projects Review, in line with commitments made in the Edinburgh and South East Scotland City Region Deal.
